In memes and PSLs - absolutely. I just want to have fun, it doesn't make a difference how long you were gone.
In games - if it looks like it's going to change our CR, talk to me and we can either cut the past-thread short and decide how we want it to have ended, or put present-threads on pause while we finish up the past one. It can get tricky to play with a character in the present when what's happening in the past could change how they interact.

With a character like Bull if an adult character seems into him it's likely he'll roll with it and slide into an affectionate friends-with-benefits thing very easily. I'm cool with that, although the only character I'm automatically into playing out him getting seriously romantic with is Dorian Pavus. In every case, though, I'm going to default to platonic unless we're in a shipping meme/are working from a romance prompt, or if you've told me you want to play out shippy stuff.
Sex
Ask me first, sometimes sex scenes bore me but I am interested in the occasional one, especially if it's going to change their relationship/their characterization or if they're going to be doing some of the BDSM stuff Bull likes. I don't have any actual experience with either sex or BDSM so I may ask you for clarification on what Bull should do, which could be frustrating for some people, but I think getting more experience at writing those things in a closer-to-realistic way could be fun if you're up for helping me learn.
Also writing out sex scenes is only an option in the first place if both you and your character are at least in your 20s, and if their sex is consensual (although the characters themselves entering into negotiated noncon play/ravishment fantasies/etc is totally different, something Bull is canonically into, and something I'd definitely be interested in playing. But the characters do both have to know it's not real and know the safeword. Maybe we could play out a little bit of the characters working the details out beforehand? Let me know what you're up for, I'm not sure how rp-ing that kind of kink tends to work).

Go for it, 99.9% of the time Bull loves that shit. Just know that if he reads it as flirting, and if this is the .1% of cases where he's not into that, instead of rejecting the person right off his first reaction is probably going to be what he considers obvious hints at rejection rather than saying no outright.

Let's get a rough plan of how it's going to go first, I've had too many fight threads get not fun real fast to play out characters fighting each other without talking about it first.

Topics that people may need to be aware of before their characters interact with Bull are:
Bull's past as a member of his culture’s version of the secret police, prolonged fighting in a chaotic place where he saw a lot of horrible shit, seeing friends die, having PTSD and a mental breakdown, the consideration he gave to ending his life during that period (he ultimately decided against trying, and openly talks about it in canon, when asked), and voluntarily going into government-administered brainwashing/reeducation. He's also hypervigilant, paranoid about whether unfamiliar people are going to put poison into his food or drinks, and casually imagines how to fight and kill people if they become threats, 'in case it comes up'. His fighting style is brutal and bloody and faced with people he can think of as 'the bad guys' he revels in it, so if I write him fighting I'm going to default to reflecting that mindset with no out-and-out criticism of the actions it can lead him to.
Bull usually won’t talk about those parts of him or his past in detail unless those topics come up (for example if he happens to mention Seheron and a character asks him about it, that will probably lead to at least some discussion of those topics). He also might talk or think about liking violence or needing it and seeing himself more as a tool to be put to some use than as a person, and if the topic of the authoritarian government he grew up under comes up, he'll probably defend its policies (possibly even after leaving the Qun, if to a lesser degree).
